Rachel Larsen | Co-Founder
Rachel Larsen is the co-founder of Larsen Consultancy, where she leads high-impact initiatives, overseeing critical projects and developing Larsen’s discovery and review methodologies. Known for her expertise in intelligence, serious crime, and financial investigations, Rachel has become a trusted advisor across policing, government, and industry. Her career is rooted in public service, having served over 15 years across Surrey and the Metropolitan Police, including as the Analytical Lead for the National Terrorist Financial Investigation Unit.
Rachel’s experience has equipped her with a unique blend of strategic insights and operational expertise which has shaped her role as a key figure in the transformation of intelligence and investigative practices across UK government agencies. Since co-founding Larsen Consultancy, Rachel has been instrumental in optimising organisational performance and fostering innovation in both the public and private sectors. Rachel has worked as a board advisor to technology companies focused on defining a strategic roadmap to enhance public sector product offerings, highlighting her ability to drive impactful change through strategic thinking and advanced tooling.
Rachel brings a deep commitment to harnessing technology to streamline operations, ensuring efficiency and resilience in complex, multi-stakeholder environments. Her extensive experience in technology product design from a user perspective along with her exceptional skill in guiding discovery sessions to uncover key insights drives her dedication to fostering a collaborative, results-oriented culture, establishing her as a critical friend and advisor to executive teams and empowering them to navigate today’s most pressing challenges with confidence.
In every project, Rachel’s passion for public service and her expertise in working with stakeholders to drive efficiency savings through evidenced based discovery shine through. David Larsen | Co-Founder
David Larsen is the co-founder and Director of Larsen Consultancy, where he leads through oversight of its most critical projects and has developed many of Larsen’s implementation tools and methodologies. With a career dedicated to impactful change, David operates at the intersection of government and business, driven by a deep passion for enhancing decision-making to address society's most pressing challenges. As a highly accomplished and passionate transformation director, he is deeply committed to driving positive change across all aspects of the public sector.
David’s career is grounded in the highest standards of public sector performance. Before establishing Larsen Consultancy, he served for over 20 years as a police officer, specialising in homicide, serious crime investigations, and counter-terrorism. This foundation in public service has shaped him into a trusted advisor on major transformation programmes across UK government agencies and emergency services.
Known as a critical friend and advisor to government bodies, David leverages his extensive public sector experience to guide strategic governance, strengthen assurance frameworks, and drive sustainable change. His expertise spans organisational design, efficiency savings, and benefits realisation, ensuring that transformation programs not only meet their objectives but deliver measurable, long-term value. His programme leadership at Larsen includes high-profile achievements, such as securing £105M Treasury investment for National Highways' technology refresh program and developing a cybersecurity framework for the UK Home Office. David’s commitment to innovation, data-driven insights, and robust governance frameworks has cemented his reputation as a vital partner in public sector advancement.

ELSKE HOWELER | Associate
Elske is a highly skilled consultant with a broad skillset and a particular passion as a hands-on Test Professional. With an inquisitive mindset and an incredible eye for detail, she has extensive experience in both manual and automated testing. Elske has created test functions from the ground up, led and trained teams of testers and has experience working as a test consultant implementing and enhancing test automation. Working on software in a variety of spaces such as debt collection, law enforcement analysis and the financial sector, Elske is a natural problem solver and combines excellent communication with technical skills to make sure projects succeed. Elske is ISEB, Agile DS and CeMAP accredited.
Elske believes that Larsen is a company that aligns with her values of hard work, honesty, creativity, and innovative thinking, fostering a work environment where everyone can thrive. She values her role as an associate, as it allows her to engage in diverse projects with a dedicated and inspiring team.
WAYNE PARKES | Associate
Wayne is a successful executive, business and digital leader with 30+ years of experience who is passionate about public service. Formerly the Chief Digital Data and Technology Officer at the Police Digital Service, Wayne led the creation and management of a new national DDaT service, covering strategy, innovation, and the integration of the Home Office Major Law Enforcement Portfolio for policing. Under the National Police Chiefs Council (NPCC), Wayne directed the National Enabling Programme, delivering the first national police cybersecurity centre, a unified Microsoft 365 platform, and identity access management across 43 forces. As a former chair of the NPCC National Police Technology Council (NPTC) Wayne is the author of the first National Policing Digital Strategy 2020-2030.
Today, Wayne provides independent consultancy and strategic advisory services, specialising in Law Enforcement, Policing and Home Office digitally enabled transformation. Committed to continuous improvement and resilient, innovative solutions, Wayne likes to deliver even in the toughest of situations and always with a sense of humour.

YUSUF CHAUDHRI | Associate
Yusuf is an accomplished leader in strategy, operations, and program management with expertise in developing and implementing operating models for complex organisations, including the City of London Police, National Highways, the Home Office, and major consulting firms like Deloitte. With a proven track record in driving successful outcomes, Yusuf has led transformative projects, from re-designing governance frameworks and delivery processes to introducing innovative sales models and securing significant cost savings. Recognised for exceptional performance Yusuf excels in stakeholder management, team leadership, and strategic oversight, ensuring high-quality results in challenging environments.

MARK MORGAN | Associate
Mark is a recognised subject matter expert in leading functions across investigations, intelligence, and covert operations within crime and counter-terrorism. As the former Head of Homicide for the Metropolitan Police, he directed the investigative response across London, achieving UK-leading performance on some of the most challenging and complex cases. In his role as the Head of Intelligence and Covert Policing, Mark worked both in London and on a national scale, driving modernisation in intelligence collection, digital capabilities, and analytical processes to enhance investigative effectiveness and operational readiness
Today, Mark uses his skills, experience and insight to build productive collaborations with senior clients to enhance their leadership and delivery across the fields of investigation, risk management and intelligence, including their data and digital capabilities.
Mark has known David and Rachel for years, working together during their time in the Met Police. He believes they are deeply committed to what they do, working in a collaborative and professional manner with clients and associates. Their ethos of placing clients at the heart of services and ensuring high quality support that is sensitive to their needs, is key to Marks aspiration to ensure best value for his clients.
MICK CREEDON | Associate
Mick has an extensive career in policing, most notably as Chief Constable of Derbyshire Constabulary. Mick drove transformative change by establishing the UK's first values-based policing model and eliminating metric-based targets. He led nationally in areas of serious and organised crime, covert methodologies, and financial investigation, introducing organised crime group mapping (OCGM), now foundational to UK policing. In parallel, he led the creation of the multi-force and multi-agency Regional Organised Crime Units. Known for his investigative expertise, Mick has conducted high-profile reviews, including a five-year inquiry into an undercover unit, and has served as the Home Secretary’s independent reviewer of Sex Offender Management. Mick has advised foreign governments on policing reform and supports private sector security initiatives. His career – both in and out of retirement reflects a deep commitment to collaboration, efficiency, and innovative policing.
Like Rachel & Dave, Mick enjoys giving back. He recognises that in retirement his desire to make a difference and help protect the vulnerable has not diminished and with the benefit of a now outside-in perspective Mick sees with fresh insight where meaningful change is needed.
MARK NETTLETON | Associate
Mark brings over 30 years of IT experience, specialising in large-scale projects for blue-chip clients across diverse sectors, including banking, insurance, law enforcement, public services, utilities, and healthcare. He has a rich background in multiple roles, beginning as a software developer and progressing to technical business analysis, systems analysis, and, most recently, data analysis. With comprehensive experience in all stages of the project lifecycle and a strong command of both waterfall and agile methodologies, Mark consistently delivers complex, high-quality solutions within tight deadlines. His proven expertise in analysis, design, and execution makes him a valuable asset to the Larsen Consultancy network.
