The Problem
National Highways required a robust method for understanding both the scale and prioritisation of investments in order to build a business case for the modernisation and refresh of technology across the organisation.
How we helped
We developed a custom analytical and prioritisation tool to help National Highways assess technology assets and identify impactful upgrades, providing clear priorities for technology upgrades whilst simultaneously identifying data integrity issues and improving data collection and cleansing. Using these insights, we secured £105M in funding through a Treasury Five Case Model business case to support the modernisation and refresh programme. We designed a tailored operating model that introduced governance structures, planning tools, and a centralised coordination function to support regional teams, ensuring consistent and efficient programme delivery with ongoing central support.
Outcomes
The Modernisation and Refresh programme launched under the new operating model, with projections indicating £50M+ in cost savings and improved road safety outcomes, including a reduction in road fatalities. The programme provides National Highways with a clear roadmap for prioritising investments, aligning regional efforts with organisational goals, and maximising the impact of the £105M funding.
