Home Office

Case study:

The Problem

The Home Office needed to assess the feasibility of replacing a national records management system with a commercially available off the shelf (COTS) solution. They required an independent viability assessment to inform their next steps.

How we helped

We gathered high-level requirements for the national system and engaged a technology community focused on public safety challenges through a questionnaire. By applying benchmark analysis to the results, we conducted an initial viability assessment, followed by in-depth research and workshops to explore existing and potential future capabilities. Throughout the project, we provided regular updates to the Home Office, culminating in a detailed findings report outlining viable options, key considerations and recommended next steps, designed to support any subsequent business case development.

Outcomes

Our impartial report served as a crucial viability assessment, guiding the Home Office’s governing board on next steps for the national system. It empowered stakeholders to evaluate the problem with data-driven insights, ensuring that costly future decisions were based on evidence rather than assumption or bias.

Testimonial

“Larsen Consultancy through a commission awarded through the Accelerated Capabilities Environment (ACE) undertook a limited market assessment to assess whether there were Commercial Off The Shelf (COTS) products on the market which could replace a current national policing system. The team were responsive and clearly laid out their approach to the work, provided regular updates and check-ins, as well as seeking clarification on issues early to avoid delays. As the commission owner I was kept up to date on progress and the reporting back was clear and concise. The work was delivered at speed due to tight deadlines with the outputs and final products of the commission allowing  Home Office and Police board to make a decision on the future of the product.”
